State&lt;/i&gt;&lt;/b&gt;&lt;/span&gt; Cup Tournament Assigning is done manually upon referee request. If you are the center official, please communicate by email or text with your crew prior to the match, discussing tournament protocol, time/location to arrive prior to the match and uniform to be worn during the match (if team colors are known). Officials MUST have more than one long sleeved shirt, appropriate warm-ups/ professional referee uniform appearance a MUST. This is a more formal match and we as officials should dress/look/officiate the part. Please review all state cup tournament rules prior to the match. NOTE: the association U11/12 rules may be different from WSYSA tournament rules - please apply the appropriate state cup tournament rules in your match. Do not request AR1 position, if you can&#039;t step into that position if the occasion arises. If you do not have the rank for the match, then increase your rank by: 1) asking for a mentor, 2) providing a mentor&#039;s or senior official&#039;s evaluation to the assignor.

Some assignments have been made already. If you have not recertified by January 1st (and are supposed to be recertifying for 2026), your state cup assignment may be removed. The SRC database will update to 2026 on December 31st, 2025 at midnight. After a number of log ons, Trias and the SRC database syncs up and your USSF year will correctly reflect your 2026 recertification.

The WASRC website updates on 12/31/2025 at midnight.

This is also a great time just to check to make sure address/cell phone/email address and bank account information are also correct.

ATTENTION: To All Recertifying Referees
Referees, the 2025 Recertification exams are now available online for all referee grades (except Regional and above). You can access the exam from a 2024 Recertification clinic using the Online Only clinic option. Please note that there are many IFAB/FIFA/USSF Law changes for 2025-2026 that are more &quot;new application of the Law&quot; vs. &quot;technical (like field markings)&quot;. This exam tries to cover all of them that are in any way important in the games you are doing.

Referees, the 2026 Recertification exams are now available online for all referee grades 

Access the SRC website and follow these directions:

Long,&lt;/i&gt;&lt;/b&gt;&lt;/span&gt; black or USSF warm-ups are encouraged. NO team information on either jacket or pants. Black beanie caps, warm black gloves are encouraged. NO hooded sweatshirts with the hoods pulled up are permitted. Dress in layers-cool wick fabric should be first layer that pulls the sweat away from the body; then something to keep the wet/wind out, then your referee uniform/warm-up. Pants permitted on AR&#039;s-particularly in the younger matches-try wearing shorts only as a center unless a very young match where you (and players) aren&#039;t moving fast enough to stay warm. Black-no logo&#039;s, stay warm-bringing a thermos of hot chocolate/soup in between matches is encourage! Hand and toe warmers are a huge help! Try a pair of light socks, place foot into a plastic bag, then referee socks and into shoes-your feet will stay warm/dry!

Referee uniform is shirt (black turtleneck or wick away underneath), black referee shirts (no basketball shorts), referee (not player 3 stripe or USSF sox), and black (highly recommend waterproofing) shoes. Black gloves, black referee hat, black jacket. 2020 badge, wrist watch, MASK (which you MUST wear before, at half time and post match), bring your own flags and sanitize after every match. Sanitize all of your equipment after every match!

Read referee protocols, rules of the game. NO coin toss, No dropped balls (we do not touch balls - use your feet to check air pressure).  Have coach put roster on bench, pick up, coach will handle cards, call players name, you check picture, visually check player for equipment from a 6ft distance. etc. READ the ref protocols and league rules...

Please continue to look and act professional but stay warm out there!</description>

When should activities be stopped?
In general, a significant lightning threat extends outward from the base of a thunderstorm cloud about 6 to 10 miles. It&acirc;&euro;&trade;s important to account for the time it will take for everyone to get to safety. Here are some criteria that could be used to stop activities.
If you see lightning. The ability to see lightning varies depending on the time of day, weather conditions, and obstructions such as trees, mountains, etc. In clear air, and especially at night, lightning can be seen from storms more than 10 miles away provided that obstructions don&acirc;&euro;&trade;t limit the view of the thunderstorm.
If you hear thunder. Thunder can usually be heard for a distance of about 10 miles provided that there is no background noise. Traffic, wind, and precipitation may limit the ability to hear thunder to less than 10 miles. If you hear thunder, though, it&acirc;&euro;&trade;s a safe bet that the storm is within ten miles.
If the skies look threatening. Thunderstorms can develop directly overhead and some storms may develop lightning just as they move into an area.
Where should people go for safe shelter?
There is no place outside that is safe when a thunderstorm is in the area. Stop the activity immediately and get to a safe place immediately. Substantial buildings with wiring and plumbing provide the greatest amount of protection. Office buildings, schools, and homes are examples of buildings that would offer good protection. Once inside, stay away from windows and doors and anything that conducts electricity such as corded phones, wiring, plumbing, and anything connected to these. Note that small outdoor buildings including dugouts, rain shelters, sheds, etc., are NOT SAFE. In the absence of a substantial building, a hard-topped metal vehicle with the windows closed provides good protection.
When should activities be resumed?
Because electrical charges can linger in clouds after a thunderstorm has seemingly passed, experts agree that people should wait at least 30 minutes after the last thunder before resuming outdoor activities.

KEEP IT SAFE! If you see or hear thunder or lightning; stop the match IMMEDIATELY and seek safe shelter (NO metal bleachers/dugouts NO under mental pop-up tents, NO under trees!--go to your car!). Wait 30 minutes after the last thunder/lightning is seen or heard. Call all players/coaches/teams back to the field-give them a few minutes to reset, IF time/field permits. Otherwise, at most of our turf fields that are rented in two hour time blocks-simply call the match and send a supplemental report to the league. See below for specific NPSL league reporting rules.

The in-person portion of the certification consists of 4 hours of a field practicum. If you are not able to physically participate due to injury, you will need to take another class once you are released to participate. What to bring:

1. Bring paper and pencil for notes. Bring questions you may have from the online material.
2. Bring snacks and any drinks you may want. There will not be a formal meal break. Instead we will be taking 10-15 minute breaks that will allow time for snacks and beverage.

This material contains essential information that is part of your referee exam. You need to complete all 23 modules (if 18 years of age or older), then choose a clinic to attend. If you are 18 years of age or older, you will also need to complete a Safety Certificate course which may take 4+ hours to finish...

The in-person portion of the certification consists of 4 hours of a field practicum. If you are not able to physically participate due to injury, you will need to take another class once you are released to participate. What to bring:

1. Bring paper and pencil for notes. Bring questions you may have from the online material.
2. Bring snacks and any drinks you may want. There will not be a formal meal break. Instead we will be taking 10-15 minute breaks that will allow time for snacks and beverage.
3. Dress to be active on the field. Bring shoes appropriate for light work on the soccer field (cleats are not required, but recommended depending on the weather). Dress for the weather.
4. A referee whistle will be provided

Explanation:
Non-deliberate handball offences are usually the result of a player attempting to play fairly, so when a penalty kick is awarded for such offences, the same philosophy should apply as for offences (fouls) which are an attempt to play the ball or a challenge for the ball, i.e. DOGSO offences result in a yellow card and SPA offences result in no card. Deliberate handball remains a red-card offence when a penalty kick is awarded, as it is similar to holding, pulling, pushing, no possibility to play the ball etc.

Clarification regarding the ball position for a penalty kick, as there can be disputes and/or delays, especially when the penalty mark is not a &lsquo;spot&rsquo;. Part of the ball must touch or overhang the centre of the penalty mark (just as the ball must be inside the corner area, including overhanging the corner arc, at a corner kick). As with other positional matters, if ground conditions dictate a slight change, this is a decision for the referee.

Good afternoon,

Over the next few days smoke from wildfires in Central and Eastern Washington is expected to blow into the Puget Sound area.  WPL has issued a smoke advisory and provided clubs with the official WPL Smoke Policy. 

What you need to know:  Air Quality above 150 games are cancelled and must be rescheduled

Each team is responsible for monitoring air quality before and during their WPL matches.  Due to the unpredictable nature of fire and smoke, air quality can deteriorate or improve rapidly.  When air quality index number goes above 150, the match must be suspended to preserve the health and safety of our players.

All&lt;/i&gt;&lt;/b&gt;&lt;/span&gt; referees must submit their match and misconduct reports within 48 hours (by Tuesday night). If a referee has not submitted their report (s), then s/he/they/them can not be paid for the match. Zelle payments will be made weekly. No checks are issued...

Match reports are processed on Tuesday nights (in general) after 8pm. Then the bills are sent to the clubs for review and approval. Once approval is received, I will begin paying. Payroll may take 2-3 days to accomplish. After each club has paid, then the website is updated from a pending/billed/ to a paid status and the pay period is defined as year, month, day, club. Look under what&#039;s new, month/payment and it will tell you for that pay period and when Zelle or Singlepoint payment was paid. Every effort is made to pay weekly but in general it takes a longer set up time to pay using Zelle the first time. Trias sends email reminders beginning Saturday night for missing Saturday reports, Sunday, Monday and Tuesday for missing match reports. Every time you access Trias on the first screen page you see, it will tell you if you have a missing report. No report, no pay and your self-assign  privilege is removed until you submit a report.

For those without a Zelle account, payments will be made each month by Singlepoint (direct deposit) or US Bill pay. These payments are labor intensive and delivery depends on either us bank singlepoint. If payment was not processed correctly using the bank account information provided, Trias must wait until the bank returns the money (1 - 30 days) before re-issuing a payment. Any costs involved are paid for by the referee, not Trias.

All matches reports/billing are processed in bulk, not individually. So ALL match reports say billed/paid. Under what&#039;s new, it is stated when payments are actually made for what billing period.



If matches are canceled for acts of nature (snow/floods/air quality), notice will be posted on Trias under what&#039;s new and it is the referee&#039;s responsibility to check the website to see if matches are canceled. All efforts will be made by an assignor to contact the referees before they arrive at the match, then the match is canceled (and they will not be paid for the match - unless club opts to do so). Referee will be directed to another match, if possible to officiate there, if referee is available to do so. Some leagues ask that the referee make the decision if the match is playable at game time on the field - if so and the match is declared unplayable, the referee will be paid for the match. If you have any questions, please contact your local club assignor (or me) and we will let you know the news as we know it. Please let us know asap if a field is unplayable so we can contact coaches, players, fellow officials, as well. We are all in this together!

Slide Tackling
Consensus that further discussion needed for State-level recommendation. Potential opportunities to align slide tackle rules at different play levels (recreational, competitive, etc.).

Several leagues now use digital cards and roster. Team manager to provide the device to allow referees to check in the teams. Only one league (NPSL, so far) permits a player&#039;s name to be hand-written on roster IF the team roster on the website has the player added to it. There are two rosters- team rosters as registered to the league and a game day roster. If player isn&#039;t on the team roster, then can not play (even if written on it). Coach must notify the opposing coach that he has a name handwritten on the roster. Opposing coach has the right to protest the game, if they want to.

For the other leagues:
Check rosters/cards. No card, no play. If whole team doesn&#039;t have cards, play the match BUT you MUST submit a supplemental report to the league and let them decide if match will stand or not. NOt our decision so please do not tell coaches they are playing a &#039;forfeited&#039; match.

The groups that participated in the discussion and aligned around the above considerations are as follows:

District 2 (EYSA, LWYSA, NYSA, SnVYSA)
North Puget Sound League
Regional Club League
Seattle Youth Soccer Association
South Sound United League
Washington Inland Soccer League
 

Again, the goal is to align rule modifications in WYS-sanctioned play to create a shared understanding and alleviate confusion across all stakeholders. For Association Leaders that run in-house Leagues, thank you for your consideration in joining the groups above and aligning rules with those cited.

 

Trias Match Safety per LOTG
 No jewelry! All earrings MUST be removed for player safety, not taped but removed. Can&#039;t be removed? Then can&#039;t play, according to laws of the game. Trias will NOT pay for matches that referees do not enforce this basic safety rule.

Goals MUST Be Anchored!
PLEASE MAKE SURE TO CHECK THE GOALS FOR EVERY MATCH THIS WEEKEND-KEEP IT SAFE FOR THE PLAYERS AND YOURSELF-SANDBAGS OF ADEQUATE WEIGHT TO ANCHOR THE GOALS, STAKES WON&#039;T BE PULLED OUT OF WET GROUND, ETC. IT IS THE HOME TEAM COACH&#039;S RESPONSIBILITY TO ANCHOR GOALS BUT ONLY IF YOU DO YOUR JOB AND LET HIM KNOW THE GOALS ARE NOT ANCHORED. CHECK, CHECK, CHECK THOSE GOALS! 

Professional referee uniforms MUST be worn. No basketball shorts, no black crew socks, shirts tucked in, watch (no cell phones for time keeping) wear a professional referee uniform.


If you give a misconduct, submit a misconduct report within 48 hours on Trias under misconducts. No report, no pay as the match isn&#039;t complete. Supplemental match reports are found under referee: misconduct</description>

We want all of you to be paid as soon as possible and as safely as possible. TRIAS added Zelle as the preferred payment method last year. Zelle is the preferred payment method of Trias.  Payments made with Zelle will appear in your bank account immediately, are safe and are easy for you and for TRIAS. Checks or online deposits can take up to 6 weeks before you see the funds in your account.  By switching to Zelle it allows us to remove your banking information from TRIAS which is the best argument for switching to Zelle.

1.	Log into TRIAS, go to Services--Profile, click on the Preferences tab, and enter the phone number or email address you chose to associate your bank with Zelle into the &quot;Zelle&quot; field.
2.	Match Reports MUST be submitted no later than Tuesday at 6pm PMT, but we prefer to have them submitted the same day as the match.  Payments will not be sent out until the Match Report is submitted.
3.	If you can&#039;t or don&#039;t want to be paid with Zelle, don&#039;t enter anything into the Zelle field, and you will be paid by US Bank ACH Deposit - Singlepoint. It is not timely and requires your bank account information be stored on TRIAS in the preferences tab of your profile. TRIAS would like to remove your banking data as a precaution.
4.	MINORS ONLY (17 years old or younger). Washington State Law requires parents or legal guardians to co-sign bank accounts for minors.  Payments from TRIAS must be made out to the referee.  Therefore, the bank account linked with Zelle must have the referee&#039;s name on it.  Parents/Guardians please create a bank account for your minor,  if you have not done so already.  Most banks allow you to create a free companion account that can be connected to your main account.

6.	As a reminder, reffing through TRIAS has several advantages:
&bull;	Matches are paid weekly, whereas other referee chapters pay monthly or bi-monthly
&bull;	The clubs within TRIAS (West Seattle, HSC, HSA Select, HPFC, Southlake and Puma&#039;s) pay the referee assignor/chapter/administration fees, so you get the whole amount listed under Services-Fees.  Other referee chapters take out a good chunk (between 5-10%) of your fee for the assignor/chapter fees - only TRIAS gives you the whole referee fee amount. Thank you to TRIAS clients who pay this fee for you! Also a big shout-out to TRIAS assignors, who assign without any pay deducted from the referees or charged to the clients - another way all the referee fee goes to the referee. Trias assignors are volunteers; here to help you and serve the game.

(a) Prior to each SSUL game, coaches must provide the referee with three (3) copies of the
SSUL approved game sheet and valid Washington Youth Soccer membership passes for
all players and coaching staff. The game sheet (including roster) must be printed from

(b) If a team shows up with No Roster or No player cards, the opposing team will be notified
and the decision to play or not to play will be made by that coach/team. It is then the
responsibility of that coach to notify the league that the game was played or not played

Return&lt;/i&gt;&lt;/b&gt;&lt;/span&gt; to Play Protocol Update for SSUL Games - All SSUL Counties in Phase 3

Based on updated status from Gov. Inslee and Washington State Department of Health released earlier this week all counties with the SSUL have been moved into Phase 3. Washington Youth Soccer and the SSUL have updated our protocol to reflect these changes.

Soccer players are allowed to remove facial coverings when actively playing in soccer games.

Facial coverings must be worn by athletes when training or when not actively competing in a game or match against another team or when on the bench waiting to play.

Coaches, trainers, and officials must wear face coverings at all times, UNLESS they are fully vaccinated.

Officials and referees are allowed to remove their facial coverings if officiating requires them to run in the field of play.

Masks must be worn by players at all times when in a practice or training session.

Really important to note that some cities, counties, or school districts may have different rules around masks. We all need to respect these local rules. We need to ensure our parents and fellow coaches respect these rules when traveling to other locations. Failure to follow these rules could put teams&rsquo; and clubs&#039; access to soccer at risk. YOU as a coach need to ensure your player and parents follow these rules.

Return&lt;/i&gt;&lt;/b&gt;&lt;/span&gt; to Play Protocol Update for WYS Games - CURRENT PHASE 3 REGIONS: ALL 
Governor Inslee announced on May 13 that all counties would progress to Phase 3 as of May 18, with the goal of full reopening by June 30. For more information on the Roadmap to Recovery, see the original announcement. Updated sporting guidelines were released on March 22.

Soccer players are allowed to remove facial coverings for competitions.
Facial coverings must be worn by athletes when training or when not actively competing in a game or match against another team or when on the bench waiting to play. Coaches, trainers, and officials must wear face coverings at all times, UNLESS they are fully vaccinated.
Officials and referees are allowed remove their facial coverings if officiating requires them to run in the field of play.
Facial coverings required for indoor for all participants, including coaches, trainers, and officials.


RTR PHASE 3 NOTES: 
Indoor and outdoor training, practices and competitions allowed for soccer, with universal mask requirements for all participants including athletes, officials, coaches, volunteers and spectators unless subject to specific exceptions detailed in this document. See below for specific requirements for facial coverings.
All outdoor sports spectators subject to current Healthy Washington guidelines on Spectators.
For outdoor competitions without permanent seating; facilities or complexes with more than one field or area of play are allowed a maximum of 150 people per field or area of play, including spectators.
All indoor sports spectators subject to 50% capacity or 400-person maximum per room, whichever is lower, all participants including athletes, officials, coaches, volunteers and spectators are to be included in calculating the 400-person maximum. Facilities larger than 100,000 square feet allowed 50% capacity or 600 per room, whichever is lower, and all participants including athletes, officials, coaches, volunteers and spectators are to be included in
calculating the 600 person maximum. Spectator groups from 1-10 people allowed in all facilities, but all spectator groups must maintain 6 feet of distance from other spectator groups. For K-12 school sporting activities no concession sales allowed. For non-K-12 indoor sporting activities spectators only allowed to remove their facial coverings when in their seats and actively eating and drinking.
Use of locker rooms allowed. If use of locker rooms for changing is necessary, maximize ventilation and use tape, spots, or cones to signal 6 feet of distance for athletes who need to change. Stagger entry to the changing area and use these facilities as appropriate with members of the same group/cohort.
Use of showers allowed. If showering is necessary then limit the number of individuals showering to ensure a minimum of 6 feet of separation.

The PSPL has received a number of violation reports regarding improper paperwork and misuse of &quot;Player Pass&quot; rules. We will try to explain these rules better to avoid any confusion there may be. These rules have been in place in the PSPL for years. 
US Club Official rosters- The US Club Official roster must be up to date, typed and clean with no handwritten jersey numbers or handwritten names listed on it. There is an exception. If player(s) are &ldquo;player passed&rdquo; and have the same jersey number as a player on the original team, you may write the player&rsquo;s temporary number next to the player&rsquo;s name on their US Club Official roster. You must inform your opponent about this change prior to the start of the game. Every team should have at least one extra jersey that has a unique number different than any other player rostered on the original team. All players must have a unique jersey number when playing in a game. For WNPL/WSPL teams, there are no exceptions to the jersey number rule which also includes taping or altering a jersey #. Again, &quot;player pass&quot; players must that may have a unique jersey #. If their number is the same as a player on the original team, the temporary numbers can be handwritten next to the name of the player who is &quot;passed&quot; on their US Club Official roster. For teams playing in Classic and Copa divisions, we understand once in awhile players forget their jersey.  If this happens, inform the other team and referee prior to the game and note the change of player&rsquo;s number on the US Club Official Roster. A fine of $100 will be assessed for each occurrence to the Club regarding jersey numbers and improper US Club Official rosters.
PSPL Game Day Sheets - Please use the most current version located on our website or follow this link: &lt;a href=&quot;http://psplsoccer.com/_files/forms/PSPL_Game_Roster_2016_2017.pdf.&quot;&gt;http://psplsoccer.com/_files/forms/PSPL_Game_Roster_2016_2017.pdf.&lt;/a&gt; The current form gives the referee a column to &ldquo;check off&rdquo; all players in attendance and a column to mark any &ldquo;player passes&rdquo; your team may be using. The top information area must be filled out completely and accurately. 4 copies of the &ldquo;Game Day Sheet&rdquo; should accompany each team, for each game. One copy (along with your US Club Official Roster) should be exchanged with your opponent prior to the game. If neither team inquries about exchanging this paperwork prior to the game, there is no recourse after the  start of the game(see Rule 301 C). The other 3 Game Day Sheets should be given to the referee. At the end of the game, the referee keeps a copy from each team. Each team receives 2 signed copies from the referee, one of your team&rsquo;s and one of your opponent&rsquo;s. These are the official documents of record used in any type of dispute. The copy exchanged prior to the game is for reference only. It is not an official document of record and will not be accepted by the league to settle disputes.
Regarding use of the &ldquo;Player Pass&rdquo;- Please follow this link to read Rule 302 regarding the use of the &ldquo;player pass&rdquo;. (http://psplsoccer.com/leagues-5/league-rules).
Of note are a couple of things: A maximum of 4 players can be &ldquo;passed&rdquo; for a given game. You must have the US Club Official roster that the &rdquo;player pass&rdquo; player is rostered to in your Club. The US Club Official roster that &quot;player passed&quot; players are rostered to must be given to your opponent prior to the start of the game along with a Game day Sheet and your team&#039;s US Club Official roster.  There are strict &ldquo;player pass&rdquo; rules for the use of WSPL and WNPL players. Please understand them. If players are being &ldquo;passed&rdquo; down many levels (example: Classic 1 to Copa 2), and the game ends up being a lop-sided affair because of the use of these &ldquo;passed&rdquo; players, your club will be hearing from the league. From an ethics standpoint, misuse of the &ldquo;player pass&rdquo; can result in a Club or Clubs losing their ability to use &ldquo;player pass&rdquo;. Again, please read and understand the use of the &quot;player pass&quot;. It is a great tool for the players if used properly. 
In closing, the PSPL wants every player and team to play hard, be competitive and have fun. Cheer positively for your teams and players. Understand that refereeing is a tough job and mistakes will be made. At the end of the game, each team, coaches, referees and spectators shake hands and be respectful of each other.
