2025 Recertification ATTENTION: To All Recertifying Referees Referees, the 2025 Recertification exams are now available online for all referee grades (except Regional and above). You can access the exam from a 2024 Recertification clinic using the Online Only clinic option. Please note that there are many IFAB/FIFA/USSF Law changes for 2024 that are more "new application of the Law" vs. "technical (like field markings)". This exam tries to cover all of them that are in any way important in the games you are doing. WPL has issued a smoke advisory and provided clubs with the official WPL Smoke Policy. What you need to know: Air Quality above 150 games are cancelled and must be rescheduled - home team makes the decision using AIRNOW website Each team is responsible for monitoring air quality before and during their matches. Due to the unpredictable nature of fire and smoke, air quality can deteriorate or improve rapidly. When air quality index number goes above 150, the match must be suspended to preserve the health and safety of our players. Referee Cold Weather Long, black or USSF warm-ups are encouraged. NO team information on either jacket or pants. Black beanie caps, warm black gloves are encouraged. NO hooded sweatshirts with the hoods pulled up are permitted. Dress in layers-cool wick fabric should be first layer that pulls the sweat away from the body; then something to keep the wet/wind out, then your referee uniform/warm-up. Pants permitted on AR's-particularly in the younger matches-try wearing shorts only as a center unless a very young match where you (and players) aren't moving fast enough to stay warm. Black-no logo's, stay warm-bringing a thermos of hot chocolate/soup in between matches is encourage! Hand and toe warmers are a huge help! Try a pair of light socks, place foot into a plastic bag, then referee socks and into shoes-your feet will stay warm/dry! Referee uniform is shirt (black turtleneck or wick away underneath), black referee shirts (no basketball shorts), referee (not player 3 stripe or USSF sox), and black (highly recommend waterproofing) shoes. Black gloves, black referee hat, black jacket. 2020 badge, wrist watch, MASK (which you MUST wear before, at half time and post match), bring your own flags and sanitize after every match. Sanitize all of your equipment after every match! Read referee protocols, rules of the game. NO coin toss, No dropped balls (we do not touch balls - use your feet to check air pressure). Have coach put roster on bench, pick up, coach will handle cards, call players name, you check picture, visually check player for equipment from a 6ft distance. etc. READ the ref protocols and league rules... Please continue to look and act professional but stay warm out there!

Denying a goal or an obvious goal-scoring opportunity (DOGSO) (…) Where a player denies the opposing team a goal or an obvious goal-scoring opportunity by committing a deliberate handball offence, the player is sent off wherever the offence occurs (except a goalkeeper within their own penalty area). Where a player denies the opposing team a goal or an obvious goal-scoring opportunity by committing a non-deliberate handball offence and the referee awards a penalty kick, the offender is cautioned. Laws of the Game 2024/25 | Law changes 2024/25 Law 14 – The Penalty Kick 1. Procedure Amended text The ball must be stationary, on with part of the ball touching or overhanging the centre of the penalty mark, and the goalposts, crossbar and goal net must not be moving. Explanation Clarification regarding the ball position for a penalty kick, as there can be disputes and/or delays, especially when the penalty mark is not a ‘spot’. Part of the ball must touch or overhang the centre of the penalty mark (just as the ball must be inside the corner area, including overhanging the corner arc, at a corner kick). As with other positional matters, if ground conditions dictate a slight change, this is a decision for the referee. Explanation Non-deliberate handball offences are usually the result of a player attempting to play fairly, so when a penalty kick is awarded for such offences, the same philosophy should apply as for offences (fouls) which are an attempt to play the ball or a challenge for the ball, i.e. DOGSO offences result in a yellow card and SPA offences result in no card. Deliberate handball remains a red-card offence when a penalty kick is awarded, as it is similar to holding, pulling, pushing, no possibility to play the ball etc.12 11 Law 14 – The Penalty Kick 2. Offences and sanctions Additional text (…) If, before the ball is in play, one of the following occurs: • a team-mate of the player taking the penalty kick is penalised for encroachment only if: · the encroachment clearly impacted on the goalkeeper; or · the encroaching player plays the ball or challenges an opponent for the ball and then scores, attempts to score or creates a goal-scoring opportunity • a team-mate of the goalkeeper is penalised for encroachment only if: · the encroachment clearly impacted on the kicker; or · the encroaching player plays the ball or challenges an opponent for the ball and this prevents the opponents from scoring, attempting to score or creating a goal-scoring opportunity • (…) Explanation Player encroachment can be difficult to detect and manage, especially at the lower levels of the game, where there may be no neutral assistant referees. However, it can easily be identified by the video assistant referee, and if Law 14 were to be applied strictly, most penalty kicks would be retaken. Since encroachment rarely affects the outcome of the kick (only if the ball rebounds into play), the same principle should apply to player encroachment as to goalkeeper encroachment, i.e. it is penalised only if it has an impact. Payment Policy All referees must submit their match and misconduct reports within 48 hours (by Tuesday night). If a referee has not submitted their report (s), then s/he/they/them can not be paid for the match. Zelle payments will be made weekly. No checks are issued... Match reports are processed on Tuesday nights (in general) after 8pm. Then the bills are sent to the clubs for review and approval. Once approval is received, I will begin paying. Payroll may take 2-3 days to accomplish. After each club has paid, then the website is updated from a pending/billed/ to a paid status and the pay period is defined as year, month, day, club. Look under what's new, month/payment and it will tell you for that pay period and when Zelle or Singlepoint payment was paid. Every effort is made to pay weekly but in general it takes a longer set up time to pay using Zelle the first time. Trias sends email reminders beginning Saturday night for missing Saturday reports, Sunday, Monday and Tuesday for missing match reports. Every time you access Trias on the first screen page you see, it will tell you if you have a missing report. No report, no pay and your self-assign privilege is removed until you submit a report. For those without a Zelle account, payments will be made each month by Singlepoint (direct deposit) or US Bill pay. These payments are labor intensive and delivery depends on either us bank singlepoint. If payment was not processed correctly using the bank account information provided, Trias must wait until the bank returns the money (1 - 30 days) before re-issuing a payment. Any costs involved are paid for by the referee, not Trias. All matches reports/billing are processed in bulk, not individually. So ALL match reports say billed/paid. Under what's new, it is stated when payments are actually made for what billing period. If matches are canceled for acts of nature (snow/floods/air quality), notice will be posted on Trias under what's new and it is the referee's responsibility to check the website to see if matches are canceled. All efforts will be made by an assignor to contact the referees before they arrive at the match, then the match is canceled (and they will not be paid for the match - unless club opts to do so). Referee will be directed to another match, if possible to officiate there, if referee is available to do so. Some leagues ask that the referee make the decision if the match is playable at game time on the field - if so and the match is declared unplayable, the referee will be paid for the match. Good afternoon, If you are officiating a match in warm weather you need to work with coaches and trainers to error on the side of player safety and allow water breaks if needed during your game(s). If coaches request or you feel it is warm enough for a water break, please verify with both coaches they want a water break and allow a one to two minute water break half way through each half. Do this as part of your pre match protocol. Make sure you are hydrating yourself for your games as well.
